Cordel Stillman

Mr. Stillman graduated from San Jose State University with a BS degree in Civil Engineering.  He has over 20 years of experience in the public sector in planning, design and construction management, serving twice in SCWA's deputy chief engineer role. Mr. Stillman is the Principal Engineer for SCWA's sustainability projects which include the Zero Net Energy Communities, Carbon Free Water by 2015, and a number of projects aimed at expanding renewable energy technologies in Sonoma County. Specifically these include biodigestors, wind energy, wave energy, pyrolytic thermal mass conversion, fleet electrification, solar electric conversion of wastewater systems and the use of public funds to facilitate building weatherization. Mr. Stillman's role is to provide technical expertise and oversee all aspects of the project.

Rob Porr

Mr. Porr has focused on serving Fieldman, Rolapp & Associates utility clients having completed transactions with the Eastern Municipal Water District, Olivenhain Municipal Water District, Rancho California Water District and City of Redlands Redevelopment Agency. He is working with Azusa Light and Water and the cities of Corona, Newport Beach and Redlands. Prior to joining the firm, Mr. Porr was a Senior Vice President for a regional investment banking firm for more than eight years. His experience as a banker includes working with numerous local agencies in connection with the issuance of more than $1.2 billion in debt. During his previous employment with Fieldman, Rolapp & Associates, Mr. Porr worked with Central Coast Water Authority, Coachella Valley Water District, Eastern Municipal Water District, East Valley Water District, Elsinore Valley Municipal Water District, Orange County Water Agency, Palmdale Water District and Santa Margarita Water District.

Sophie Atkinds

Ms. Akins is a Senior Associate at Best Best & Krieger. Ms. Akins’ practice focuses primarily on solar and renewable energy projects, public contracts and prevailing wage labor compliance program issues. Ms. Akins also provides general governance advice to public entities and currently serves as General Counsel to the Ramona Municipal Water District. Since 2007, Ms. Akins has worked on approximately 15% of the State’s public agency solar projects, including but not limited to, solar projects for the Poway Unified School District, Rancho California Water District, Padre Dam Municipal Water District, Valley Center Municipal Water District, the Zone 7 Water Agency and Dixon Unified School District. Ms. Akins regularly provides her clients with renewable energy advice, drafts renewable energy contracts, such as Power Purchase Agreements, and resolves construction and performance issues. In addition to her solar and renewable energy practice, Ms.Akins regularly reviews and drafts construction contracts and professional service agreements for public entities.

Ryan Booth

Mr. Booth manages project development for commercial and government customers for SunPower's Commercial division. Mr. Booth has developed several large-scale rooftop and ground projects utilizing both Power Purchase Agreement (PPA) and direct purchase payment structures. Mr. Booth executed agreements for one of the largest municipal PPA projects in Arizona, a SunPower tracking system for the City of Tucson. In addition, Mr. Booth has developed multiple rooftop systems for Lockheed Martin and Meyer Corporation. Mr. Booth has over ten years of large account and project development experience and specializes in projects for water and wastewater agencies in Northern California .
